The Community Economic Development Department assists
families, businesses, and neighborhoods with economic development. Economic
development activities the department focuses on is providing housing and
business opportunities.
CED Department assists families and communities in their quest to access local, state, and federal housing dollars. Activities include housing development, rehabilitation, rent assistance, and energy saving repairs. Each program offering these activities has income eligibility guidelines. These income guidelines are available by contacting the CED Director.
In addition to housing opportunities, the CED Department provides loans and technical assistance to small businesses that do not have access to a conventional lender. Loans and technical assistance are available to businesses located within CNCS's 21 County service area and applicants do not have to meet income guideline limitations.

Income eligible
homeowners and renters receive repairs and efficiency measures that result in
saving energy. This program is a grant to income eligible owners and renters.

Energy audits measure and rate the relative energy efficiency of any house, regardless of its age, location, construction type, or fuel use and is obtained by an on-site inspection. The data gathered by the home energy rater is input into a computer program and translated into a point score. A homeowner receives a report listing cost-effective options for improving the home's energy rating.
Households will be provided with one-on-one energy conservation education and linkage to financial resources to make energy saving repairs to their home.
There are no income guidelines to qualify for this program.

To provide rent
subsidy assistance through the issuance of vouchers to individuals and
families.

Eligible housing activities are development of single-family rental units, multi-family rental units, first-time buyers, acquisition/rehab of vacant or dilapidated units and/or conversion of non-residence buildings for housing purposes.

O'Neill has 6 single family rental units
Cairo has 3 single family rental units
Loup City and Central City each have 6 single family rental units
Greeley and O'Neill have 3-bedroom rental duplexes
Ainsworth has a rental triplex with a 3-bedroom, a 2-bedroom, and a studio apartment
Alda has an 8-plex with four 3-bedroom and four 2-bedroom rental units
Households must be at or below 80% median county income. Applicants in the counties of Boyd, Brown, Holt, Keya Paha and Rock will receive down payment assistance to purchase an existing home through the Purchase/Rehab/Resale program.

Small, new and existing businesses that do not have access to traditional sources of capital, can apply for a low interest loan of $500-$15,000. The objective of this program is to increase the number of jobs available in Central Nebraska. These businesses may also receive training and technical assistance at no cost to them.
There are no income guidelines to qualify for this program.
